HA for zulip #384

Currently our zulip setup is on a single machine with no backup. If it goes down, we lose all comms. This happened last year but only for 5min or so. A longer outage could be a disaster.

We need at the very least a hot standby we can switch over to within 15min.

Punting for this year, since it's annoying to get right and relatively low risk.
