Several housekeeping tasks, mostly mechanical to keep commits needed for #1777 and #1778 small.

Shift call to anchor towards beginning of the BaseMixin constructor. This will allow chart gorup and anchor name be available sooner.
Splitting Filter Handler into two layers - one having no dependency on CrossFilter.
