We noticed that for the anatomical MR dataset shared by MEG experimenters, it makes no sense to send all contributors. For this type of dataset (e.g. reusable dataset), we should just send notification to project owner and the managers.

A generic way to address this issue is to provide a CLI option of the pdbutil project alert for specifying a list of projects of which the storage quota and project expiration alert will skip contributors.

Fixed by #14

It has been merged into the master branch for the new core-api. Meanwhile, a patch release 1.23.1 has also been made for using the production core-api and deployed to the management server.
