Add template config file #40

I am not sure after installing template configuration file is pasted in /usr/share/picom or something. There should be a template config file so that new users knows what changes they can do and what options are available.

here is the sample file but it doesnt highlight possible effect and animation options of this branch. i wonder if its ever been updated https://github.com/dccsillag/picom/blob/next/picom.sample.conf
