Add jurisdictional boundaries to map #101

Per @nellepierson, would be helpful to see the jurisdictional boundaries on our map. This way people can more easily which jurisdictions have the most coverage.

Jurisdictions we need:

[x] Alexandria City, VA
[x] Washington, D.C.
[x] Montgomery County, MD
[x] Arlington County, VA
[x] Prince George's County, MD
