PLRNOTUSINGRELOAD does not work #135

What steps will reproduce the problem?
1. Open a any map or create one
2. Use a script that tries to utilize "PLRNOTUSINGRELOAD"
3. Test the game

What is the expected output? What do you see instead?
You should be able to return a condition true if the player isn't reloading. 
There is no effect at all, however.

What version of the product are you using? On what operating system?
FPSC v1.19 BETA 5, Windows 7 Home Premium 64-Bit

Please provide any additional information below.
If needed, I can supply a script again.

Confirmed, not sure why this is not longer working, but I'll have a fix later 
today.
