Add continuous deployment to Launchpad PPA #26

Now that Travis CI has been enabled for all ngdevkit git repositories, it would be nice to have deb packages rebuilt automatically on every commit or pull request merged on master.

emudbg, gngeo, ngdevkit-toolchain, ngdevkit have been updated to trigger a Launchpad git import each time a new commit lands on master.

For all these subprojects, there are Launchpad recipes set up to automatically build new deb packages daily, and publish them in the ngdevkit PPA mentionned in the README.
