Add E language #8

Thanks for the suggestion, but I'm not sure about adding E. As noted in CONTRIBUTING, emphasis is on active projects, preferably with dated items that show recent progress.

Would you consider adding a "history" section?

There seems to be a lot of ancient knowledge, that seems to risk getting lost, such as in http://cap-lore.com/CapTheory/

The sections on Presentations, Talks, Slides, and Videos as well as Articles are supposed to address history; for example, it cites Mark Miller's thesis, which is the most complete discussion of E that I know of.

Perhaps E should have its own bullet there. The Monte devs do use the E-on-Java source code as a reference now and then. I suppose citing one or more of the releases would be useful.

But again, the focus here is on active projects. I'm inclined to refer to wikipedia for historical material; it has a much larger audience, after all.
