Setting password timeout to never causes high phone battery drain #676

What steps will reproduce the problem?
1. Enable infinite password timeout
2.Android power consumption increases significantly
3.set it back to 10 min and normal behaviour

What is the expected output? What do you see instead?
No significant power usage, even with screen blanked.
Battery life went from 2 days to 1 day. 

What version of the product are you using? On what operating system?
Android 4.2 & 4.3

Please provide any additional information below.
Samsung Galaxy Note 3
