Missing serviceStartTime or serviceStopTime leads to error message #2

If the mentioned attributes for a DocumentEntry are absent, the message contains an empty XML tag which leads to an error message on the receiving side because the attributes are flagged as required if known. If they are unknown, the XML tag should not be sent at all.
