Send email when detection occurs #15

In addition to persistent_notifications add e-mail option.

Send e-mail to one address containing information about the detection event and a link to the GIF stored in the Media folder using the external URL access for the MAI site (e.g. Nabu Casa secured).

Investigating using Twilio as well as Apprise.
