Option to opt-in to beta per package #134

Currently beta opt-in is for all packages. Please add an option for users to choose to use beta per package. For example, I would like to beta test releases for my own package, but I don't want to use beta for the other dozen packages I use.

I'm about to start looking at setting up Beta options for my repository and would like to see this feature as well. Without having read up on it yet, I'm assuming the alternative is to setup multiple repositories within HPM?
