This requirement has been implicit in all of our discussion.

Note that "identify" leaves open whether a property is identified with a (controlled) string or a URI.

Decided that properties SHOULD have a globally unique identifier (e.g. IRI) and in the case of profiles of RDF-based data, MUST have an IRI as the property identifier.
