URI stems for propertyID #90

The dc-srap profile brings up a need to allow any property IDs from a vocabulary list. The example here is to allow any property from the http://id.loc.gov/vocabulary/relators/ list. There is a way to constrain the value to a stemmed list, but no way to provide stems in the propertyID area.

Note also that if there are propertyID stems, then the propertyLabel cannot be hard coded. Presumably any applications (input forms, display, etc.) would have to interrogate the underlying list to provide human-readable info.

Decided at March 16 2023 meeting that this does not belong in DCTAP - in part because it could make validation very difficult. Leaving it now as external to DCTAP, possibly to be included in user guidelines for an AP.
