Phil drafting site #121

Making changes so that the github.io site is set up as a drafting site.

@kcoyle I double checked this to make sure I had started from the right version. It does look OK. If you merge it we will be able to see what it looks like on the github.io site. I moved the spec doc to the /drafts folder from the index page and put text on the index page to indicate where drafts and published versions could be found. I updated the json-ld context file to use the correct name space uri and our preferred prefix, and added notes to warn people that it is a draft.
