move repository out of @probot #161

hey I wonder if we could move the DCO app out of the @probot org? It'd like @probot to focus on the Probot framework itself. I'm happy to continue help apps such as dco with upgrading to the latest probot version and with technical questions/problems, but think it would be good for the app itself to be moved to an owner who is more invested in it

As there were no objections, and after discussing with @ashleywolf, I'll move this repository to @dcoapp and invite @ashleywolf, @ryjones, and @brianwarner as co-owners

The app is now deployed to Vercel. I'll sign up for their Open Source plan. I also moved the https://github.com/apps/dco and https://github.com/apps/dco-staging apps to @dcoapp
