WIP: Web UI #27

This is a spike to build out a web UI. The UI should:

Show DCO status/message for each commit
Have an button to re-post status to GitHub (in case there was an error - #24)
Include customized directions for how to fix DCO warnings (e.g. git rebase --signoff master)

TODO:

[x] Get hacky web UI working
[ ] Show DCO status for each commit, with message explaining success / failure
[ ] Set URL for each status to this page
[ ] Tests :trollface:
[ ] Make it beautiful

This is stale so I'm going to close it. I think #33 is the solution for the near term, and there will be some GitHub APIs coming out this year that will basically do what #33 is proposing.
