Please let's revert this. We don't want people to deploy X-Wing and break this code-point before ML-KEM is final.

I made the PR because applications need a code point. Any other preliminary code point would work too. Not having one at all would mean interop becomes impossible.

Of course X-Wing will get a codepoint, once it's stable. You can use a temporary one in the reserved range if you want to experiment with a preliminary version now.
