Feature Request: Let us blink text, either as an element or annotation #713

This is related to the last issue I posted, where I asked for a banner
element. I think another way that robots could draw attention to parts of a
wave would be by blinking them. At first, I was going to propose that the
CSS text-docoration:blink be supported in Wave style annotations, but then
I realized that Webkit browsers do not support that. So, please, just find
a way to let us do cross-browser blinking in our waves.
