Behaviour:
The ¶ should be inserted after the verse/chapter number for paragraphs starting with a chapter or verse.
When no blank line before/after an inner environment, paragraphs should not be started.
When there is an \extraskip in a poetry environment, this should be interpreted as a paragraph break. Although at least in Accordance 10 that I have, the's a fair bit of inconsistency between where the software puts a ¶ and where printed editions have extra space.
There should be a macro to suppress the next ¶.
None of this stops you just setting a Bible and manually inserting ¶, or course.
