`microtype` protrusion does not work for first character in main and inner environments

For some reason, microtype protrusion does not work at the start of any of the scripture package environments.

It's not a general problem with lists (since, quotation is not impacted this way).
Could be to do with \peek functions that occur at start of environments?
Not super noticeable expect if using protrusion to better line up starting quote marks in CJK text.

3a5ad07 does not work with UTF-8 characters at the start of environments and pdftex engine.

This is a bit fragile and there are definitely occasions on which it won't work, but it's better than nothing.
