no useful error message when front line path segments are too short #1784

Describe the bug In the Marianas-Landing at Agat campaign. After capture the Fob Dededo, this error will show up when trying to select 'take off' to conduct the next mission. image

To Reproduce Steps to reproduce the behavior:

  1. Load the save file following.
  2. Click on 'take off'
  3. See error

The fix will be reverted in 5.1.0 as it has side effects #1912 which need more work.
