DATIS integration #3065

Hi !

It would be super practical and immersive to make Liberation compatible with DATIS. It would be a good addition to the Kneeboard QNH, etc.

An ATIS for DCS. Mission wise, it needs a static object on the ground of the observed airfield, with a specific name.
