While I think the original title here is still correct, it's actually not the case here. The enemy just doesn't have the cash needed to buy enough SEAD aircraft for those missions. Skipping turn multiple times does show that it's buying SEAD aircraft (and only SEAD aircraft) each turn so they do make progress toward planning their missions, it's just slow because income is low and half gets spent on tanks. It's not also complaining about not having escorts because the reserve CAP is (wrongly) counted as available.
Below is the log for turn 1 planning from Russia 1975. They have plenty of aircraft but since they don't have the SEAD escorts they wanted they're scrubbing all their missions.
