Aka "make the campaign snowball harder". Already, the last stages of a campaign is a mop-up operation with not a whole lot of challenge. This would shift it even earlier. Also, it would enhance the performance requirement on the player in the early stages of the campaign, effectively making it harder. (There's also questions of how to convert the nebulous "outcome" to a skill increase.)
I would rather suggest the side with less control points have higher skill, as if from desperation, vs getting lax. This would naturally scale difficulty from easy to hard as one progresses through a campaign. (Though probably not enough to outweigh other factors, like income and defenses lost.)
OP didn't say which side would get the boost :) Granting the losing side a boost would do a lot of good, I think.
I'm thinking that it would be interesting to have a Morale booster to OL. It would apply to both sides depending on the outcome of turns. And this would change the ai's difficulty. If morale is down, then your not going to have expert ai, and vice versa.
