ENH: Add datasets, utils and restructure repo #5

Changes made:

  1. Added raw data from ICRISAT and HMIS
  2. Restructured the repo
  3. Added util script for bulk convertion of excel to csv (Formatted excel sheets were occupying much larger space and weren't able to push to github which was possible with csv)
