The initial version for JIT 2.0.0. This PR links to the parent issue in Jira. Many of the child issues are included in this PR. @palatsangeetha up to you how "thorough" you want to be. Currently all spectral rules have been made - one outstanding issue is the vessel property name on the PortCallService object - I am not happy with the name as it clashes with "static" vessel information. I would like to find a new name for the object when it contains both static and dynamic (vesselPosition, draft and milesToDestination) information...
