Auto-apply 'request' & 'talk' labels at time of issue creation, to potentially allow different auto-responses in the future

Had a couple different talks I'd like to request, on behalf of @dctech/dcjs & @dctech/vuedc

So figured it might be good to have that as one of the available templates.

@adunkman, when your auto-response is working, it won't necessarily apply to the request issue type, which is probably fine. But by auto-including the labels, we could differentiate in the future, if needed (using something like this response, accessed with the Probot API)
