Expose some missing APIs #10

Hey, will this be merged eventually?

I'm making a mouse controller for the Razer Deathadder White Edition and I'm using a fork of libudev-rs with parent_with_subsystem_devtype exposed.

Because of this, I cannot publish my crate, Cargo prohibits that I publish anything that uses dependencies that are not other valid crates (like git repositories). If this PR gets merged and there's a release, then I can publish my work.

@marcospb19 Eventually, sure, something like this could be merged. But a cursory look at this PR makes it clear that all code review comments have been ignored. The original submitter seems to have abandoned this PR.
