ldapChai.jar in wrong directory in build 1.7.1 #541

Build 1.7.1 has the old ldapChai.jar in WEB-INF/lib and a the new on in 
WEB-INF.  Therefore, this build still uses the old ldapChai and still exhibits 
the RootDSE NetIQ label problem that exists in 1.7.0.

Fix is to move the latest ldapChai.jar into WEB-INF/lib.
