"NRSI recommends including a “Start Here” or “Questions” tab or icon within the GUI itself which may refer the user to a quick list of steps for use, and/or directs the user to the User Guide for detailed instructions."

what's NRSI? and do we want to have a tab called "Start Here" or "Questions"? or do we think this will be covered by the "Help" tab (is that what it should be called) that @prabie suggested?

NRSI is the company that one of the reviewers works for. I think this issue is resolved by Paul's suggestion.
