need to disable 'make install' #365

Recently we've got a lot of user-reported problems caused by running 'make 
install'.  We should really find a way to disable 'make install' such that it 
generates a clear error instead.  Ideally we should do this in the 1.6.0 
release, in order to reduce future support cost.
