Remove hashicorps gpg github action to one that doesn't collide with Github's #52

It appears that the hashicorp's gpg agent github action collides with an agent github runs internally (see https://github.com/hashicorp/ghaction-import-gpg/issues/11 for more details). This switches the release job to what seems to be the best supported gpg agent action.
