fix: Fixed volume name and label #7

Prevents anonymous volumes from being recreated, and deletes the volumes on project destroy

So often the notification of when something gets released is invisible in the issue queue!

A PR for DDEV itself would be welcome. The only problem there is that we don't use strict semantic versioning, v1.x is major, v1.x.y is minor. Not sure https://github.com/semantic-release/semantic-release could cope with that... Of course it would likely be better to switch, and that's a worthy topic...
