3.1-UI-Q4-18: Add Windows support #181

Key Result Description

Add Windows support Issues to be stubbed:

TBD - INPROGRESS: Setup development workflow for windows on mac with a VM or get a machine with windows running.

TBD - BLOCKED: Audit where things stand for windows builds as we are building the exe and it's working, ie not failing the circle builds.

TBD - NEW: Define UI changes needed to support windows users

TBD - NEW: Implement build changes to support windows users

TBD - NEW: Implement CI pipeline changes to support windows builds/tests

Acceptance Criteria

[x] required issues stubbed and estimated
[x] MVP issues added to this epic
[ ] Reviewed with team

This is mostly done, per Nathan. Requires testing and circle.
