And now? Could you provide further information? Server version, client version, coordinates, something you did before that happened? Any information is helpful.

There is a consistent problem with spawning underwater. Should we search for dry land before deciding on a spawn point? The current rules for generating water also make it much more likely for there to be water in a given place.
