Update codebook for licenseType #7

DDICODE-93 and DDICODE-97 This adds content to licenseType, dataAccsType, and metadataAccsType. Updates the documentation of all three to include new content.

Description - A brief textual identification of the language of the cited object. Use attributes typeOfLanguageCode to specify the type of language code used and languageCode to specify the code value. DDI strongly recommend the use of language codes supported by xs:language which include the 2 and 3 character and extended structures defined by RFC5646 or its successors. Repeat for multiple languages. + A legal document giving official permission to something with the resource. Recommendation is to provide the license document URI. Attribute "type" allows for specification of the licensing target [data | metadata]. Attribute "scope" allows specification of the scope of the license [study | question]. If the scope is something else do not use this attribute. The content referencing using "access" the license can be used to define the specific application. Equates to https://www.dublincore.org/specifications/dublin-core/dcmi-terms/terms/license/
