I renamed the method generate_tdp to extract_metadata in read_stata.py.

@mpahl This PR is to far removed from develop. I have taken the docstrings, that still apply to an existing function and put them in the current code on https://github.com/ddionrails/collect_stata/tree/patch/update_docstrings. Can you please recreate your PR from this Branch?
