In very large networks, if the number of spines exceeds the port count of a border leaf, it is no longer possible to connect the border leaves to all spines. In such situa‐ tions, another tier of switches is added to the network to mitigate this problem. Given that you can easily find switches that are 64 ports of 100GbE, you need something approaching that many spines to run into this condition.
