Shinyapps.io: We reached the number of maximum apps #13

We reached the maximum number of apps that we can deploy to Shinyapps.io. This is why the GitHub action for PR is failing. The solution is to upgrade the plan.

Another solution is to remove creating a test app for each PR, and instead to have one test app for all PRs. A possible problem can happen when we have multiple PRs going on with this setup. But, it will save the number of apps.
