Improve the housing tab view #19

The information about the housing is currently hard to digest. Improve the tab, to include topic metrics, and simpler visualizations. Start with three key metrics:

  1. Rental units available
  2. Rental units occupied (proportion)
  3. Renter's tenure in the community

All should focus on the Riverside census tract.
