Improve the housing tab with summaries and visualizations #20

This PR creates a new housing tab with summaries and visualizations. The old housing tab still exists as details. Fixes #19.

This PR also includes helper functions for rendering Tech Impact colors. In a long-term, it would be probably better to have scale_* functions for rendering Tech Impact colors.
