The workforce development tab needs improvement.

Try the column layout, consistent with other tabs
Color the visualizations consistently (for now TI theme, but we may switch to WRK theme later, #29 )
Complete the value box with a summary statistic (year-to-year change)

Good question! Actually, I'm not sure, and we may need to decide on this.
