Start the Safety tab and create a plot for the survey summary data #53

Now that the summary data for the survey is ready (#51), we want to start a plot for the data.

Below are initial ideas:

  1. proportion bar chart for the Likert scale items (community_safety, feel_safe_day, and feel_safe_night)
  2. count/proportion bar chart for the questions about safety concerns (burglary, child abuse, etc..)
