Convert the workforce development tab to Plotly #81

This PR converts the plots on the workforce development tab to Plotly. Fixes #68.

In doing so, I converted the tab to 2-column layout.

The first column is a dumbbell plot comparing the census tracts relevant to the WRK group with the Wilmington average. The second column is a line plot comparing the census tracts with each other (with a Wilmington average dotted behind).
