The TextType has an element Lang of type LangType E.g. DomesticsEvidencesType has the attribute Language of type xs:language

The DBA uses xml:lang which is imho the correct way to do it. See e.g. https://www.w3.org/International/questions/qa-when-xmllang.en as a reference.
