police search, bug can let you escape. #47

What steps will reproduce the problem?
1. carry illegal goods 
2. get hailed by police
3. select submit to search.
4. at warning select no.
5. this will let you go free with out the police giving chase, may no
effect police record too.

What is the expected output? What do you see instead?
I would expect this to put you back at the "police want to search your
ship" screen

What version of the product are you using? On what operating system?
darknova 1.031
on OS 3.0.1  & OS 3.0.0
