[internal] move nightly runs back to `GITHUB_TOKEN` #163

looks like there's a nice new feature that lets us finally control the actual permissions of the token: https://github.blog/changelog/2021-04-20-github-actions-control-permissions-for-github_token/

apparently this doesn't help set workflows: write because that's not a configurable permission key
