Add new vehicle inventory widget #70

Add a widget that displays New Franchise specific Vehicles on a page other than the inventory page. Displays will vary by rows and columns similar to the used widget.

This will be implemented in the new VRS widget. It will not query against current inventory - but rather give a list of all available models that are "new". Then link to a list page for that model.

This will present cases where people are going to models that are not in stock.
