Add HowTo for contributions to Readme #201

Second part of https://github.com/dealii/website/pull/15

As proposed by @tjhei this adds the information on how to contribute to the gallery to the repo instead of the deal.II website.

Yes more or less. Some minute differences by adding a short explanation or two (e.g. making clear what is variable in a command line call) The most major change was moving the part 'create a new branch' before adding a directory for the new gallery program to hopefully avoid contributors comitting to the main branch of their fork by accident.

OK, thanks for adding this material. If you wanted to make similar changes to the website, that'd be ok as well of course!
